Some manufacturers make 50-state compliant - in other words, they use the CA emissions standard and it will meet or exceed the other states that use the Federal Emissions standard.

and it appears that Porsche AG takes that approach and builds 50 state compliant emissions setup

makes it easier as they don't have make multiple configurations for US market

in the past it was CA / High Altitude / Federal versions

Looking at an Arizona CPO 2019 Cayman base. Does this pass California emission?

yes as long as not modified. The easiest way to register it is at AAA as it will require an out of state vin verification and a smog test. Otherwise no problem.
Again, if the car is stock, no tune, it is no problem. Just do your due diligence. You can probably ask the dealer to give you a couple of days for the car to pass CA emissions test just in case, but shouldn't be an issue.
