Looks like it does, since it mentions CA ULEV.

Regardless, if a car has over 7500 miles it is considered "used", and can be brought into CA as long as it's a US legal car: https://www.dmv.ca.gov/portal/file/...an-you-register-it-in-california-ffvr-29-pdf/
