In most countries in EU, vehicle owner kept responsible to identify the driver of their car. After speeding, owner got the fee and the letter asking if there was another driver. If no reply, owner will be accountable for the speeding, must pay fee and the will got possible points. The only exception can be to refer to the law granting you the right not to accuse your relatives. If you state that you refuse to accuse your relative, then the owner still must pay the fine, but points are not assigned to the "unidentified" driver.
