I've looked at numerous things on my car's iPhone, in Apple CarPlay, and elsewhere, and Siri is just not responding correctly. Whenever I push the button to give Siri a command, like "Phone my wife" or whatever, she seems to think about it for a moment or two and then says, "Sorry, I couldn't make a connection. Please try again later." It is like it isn't directing the request to the car phone, but to the Internet or a network at large. Has anyone experienced this and found a solution? I have the dedicated phone compartment with booster, Apple CarPlay, but no navigation unit or Porsche Connect.

Sounds like Siri just isn't all that into you. Might have something to do with the 'phone my wife' request ...

... oh wait: you mean the iPhone assistant! My TOTAL bad there ...

Hahaha!! You may have hit upon the primary issue! Although I'm hoping someone else has a possible solution.

Siri works works by recording your command, sending it to the Apple servers via the internet, the servers then analyse your command and sends the result back to the phone.
That is the whole secret to having a voice command system that actually work, to have the speech recognition done at the powerful back-end servers rather than in the users device.
The downside is that the system does not work if your device cannot connect to Apples servers, and it sounds like that is what is happening.

Yes, I think that is what is happening. It should be able to make that connection over cellular data but it doesn't seem to want to do that with my cell provider. I read somewhere that getting the Calling over Wireless enabled from my provider has worked for others (which doesn't make much sense to me) so I'm going to give that a try and report back.

So, as an update, I texted my cellular carrier on its chat line and went through a series of trouble-shooting things and the tech support girl saw that my data setup on their end wasn't complete. Had to reset my networking p-ram on the iPhone and then it worked when it came back up. Took the car out to warm up the oil and called my wife (Haha Viffermike!) and all worked fine. Also while I was out I texted my wife via Siri and all worked fine. Hooray!
