Why are some options available in some countries and not others!?

Patiently awaiting an allocation for a CGTS, I have spent A LOT of time in the configurator. How come some options are available in some countries and not others? PCCB is available pretty much everywhere but the US. Frozenberry metallic is a standard color in Germany but PTS in the US. Different headlights in different countries etc.. There's numerous other examples of this. I'm confused, if it's already available for that model why is it not on the configurator? I've tried sending emails to Porsche and even called in. No response in 3 weeks.

Also, is there a place or way to find out which PTS colors have been used and quantities of each color? If I'm ordering a car, you better believe it will be unique!

I found this PTS Explorer: The best way to review Porsche Paint to Sample colors. and this Porsche PTS colour page - Page 1 - Porsche General - PistonHeads UK but I don't think they actually tell you how many have already been used. They do list them by popularity though, so that might help.
Pretty much every manufacturer offers different features and options on cars for different countries. Some even do it for different regions within the US. I don't know the exact reason but I would guess it has to do with money or regulations. Making a car is a complicated dance of coordination and if certain options or features aren't really popular for certain places, it may be cheaper and more efficient for it to be decontented. Then there is the thing with North America having some different regulations from Europe and Asia. Some of these things conflict with these regulations.

I don't know about PTS numbers. Try contacting PCA. I don't know if Porsche would give worldwide numbers.
Porsche will not provide PTS data. Definitely not publicly available, not even through the dealer or importer networks.
You can get a general idea of the popularity of Porsche colours through Rennbow.

OP are you aware that PTS requires a special allocation and these are only available at certain times of the year? If not, I would make sure that you tell your SA that you want PTS.

I definitely understand the regulations in different countries requiring certain options with safety, lights, wipers etc.. Just found it very odd that PCCB was not an option in the US when it is for every other country and the standard colors being different. Frozen berry metallic was $800 in Germany but would cost you $10k in the US? Seems very odd when all the cars are coming out of the same box!
Porsche frequently changes the colours that are available, both by model and year. Sapphire Blue Metallic was a available for about $700 for 981's. Now it would be PTS Plus for thirty grand. Such is Porsche.

Frozen Berry Met. was a standard metallic option up through October, then some new colors were added

with the suze of the US market and limited supply of PCCB, they restricted to models that have it as standard where in earlier '22 models it was offered as an option, then pulled
Frozenberry metallic is a standard color in Germany but PTS in the US.
FBM was not a PTS color. It was an extra-charge color for MY'22. For MY'23 it is PTS.

Looks like none of that even matters, I’ve been informed PTS has been discontinued for all models for MY23 and not likely to come back for MY24.. sounds like Porsche is eliminating anything that can slow them down so they can catch back up.
